I think it has do to a lot with luck. Tokyo is way too far away anyways, so I wouldn't ballot for those tickets. I almost went to Fukuoka on their last concert day and was hoping for scalpers, but in the end I didn't go. As it was the last day, chances were probably quite low anyways ^^
