I sorry to hear you couldn't get accommodations in Sapporo. I thought there would be more hotels in the city than that! D:
But Otaru looks nice, I wanted to go there when I was in Japan. Your plan sounds good. Were you able to confirm your hotel check-in?
About Sapporo Station lockers, I assume it's the JR station? I found this site (http://www.extension-hokkaido.net/living/living_JRstation4_whole.html) which lists the locker dimensions and locations within the station halfway down the page. I also like http://www.japan-guide.com/ for basic travel information in Japan.
How many goods were you planning on buying? The eco bag is big enough to fit almost everything (I didn't get the towel so can't say for sure), but you might want to bring another bag in case you don't want the eco bag to get dirty... I felt bad putting mine on the ground which defeats the purpose of a bag I think xD
Seating may be confusing, but there should be plenty of maps, arrows, and number markers around the venue to guide your way. At Kokuritsu, there was staff at every entrance (called "gate" usually the letter part of your seat number) into the stadium who check your ticket to make sure you're sitting in the right area. I found my gate after 10 minutes and entered the correct gate, but I walked too far into the next area and sat in the section next to mine. xD
If you choose the wrong gate or sit in the wrong seat, someone will point you in the right direction. Even if you don't understand Japanese, just say "Sumimasen" then bow a little and try again. xD
You can check the seating charts at the Sapporo Dome website (http://www.sapporo-dome.co.jp/foreign/index-en.html) but once you leave the English homepage everything goes back into Japanese (fail!). The pictures should give you an idea of what to expect though.
Give yourself half an hour in case you get lost. :)
